Vinod Vaish (Member)

Studied in Allahabad University where he completed his Post Graduation in Physics.  M.Phil in Social  Sciences from Punjab University, Post Graduate Diploma in Public Administration.  He has also done a course in Project Appraisal and Management in Harvard University, USA.  Joined Indian Administrative Services in 1966, Madhya Pradesh Cadre, later allocated to Chhattisgarh State.  He has had a rich and varied administrative experience having worked in the Tribal Areas of Sarguja and Shahdol as District Collector in 1970s.

He worked as Collector, Gwalior in 1976 and later as Commissioner, College Education, Industries Commissioner, Managing Director, State Textiles Corporation and Agriculture Secretary in the State of Madhya Pradesh.  He has worked for 4 years in the Cabinet Secretariat in Government of India from 1978 to 1982 and in the Ministry of Commerce as Director.  As Joint Secretary in the Department of Chemicals and Petrochemicals he played a crucial role in the formulation of the Drug Policy of the country.  He worked in the Ministry of Environment and Forests, Government of India as Additional Secretary/Special Secretary from 1996 to 2000.  

From June to September 2000 he worked as Secretary, Department of Telecom Services.  During this period he successfully accomplished the intricate task of corporatisation of the Department of Telecommunications having about 3.5 lakh employees, an effort which was very well appreciated both by the Government and as well as the employees of Department of Telecommunications. From 1st October, 2000 to 31st May, 2002 he worked as Secretary, Ministry of Labour. He was Chairman, Telecom Commission and Secretary, Department of Telecommunications from 1st June, 2002 to 31st Settlement January2004.  Has represented India in a number of international conferences on environment, labour and telecommunications.

R.U.S. PRASAD (Member)

Obtained Master  Degree of Arts in   History and Economics  from Patna University (Bihar).  Obtained  Certificate in Public Administration with distinction  from the University of Manchester, U.K.  and  Certificate  from Graduate School of Industrial Administration  Carnegie Mellon University, U.S.A. Joined Indian Postal Service in 1962. Held senior positions in Ministry of Communications, Agriculture, Home Affairs and Finance including Additional Secretary to the Government of India and Secretary Telecom Commission from 1993 – 1996 and  Secretary to the Government of India, Chairman Postal Services Board and Directorate General of Posts, Ministry of Communications, Government of India from 1996 to 2000.

P.R. DASGUPTA (Member)

Obtained Master Degree of Arts in History from St. Stephen’s College, Delhi University.  Joined Indian Administrative Service (IAS) in 1963 and allotted Maharashtra Cadre. Served in Maharashtra in various areas of public administration as District Magistrate, Secretary to the Maharashtra Governor.  Served Government of Maharashtra as Secretary to Chief Minister and Secretary (Industries) from 1987-1990. Worked on deputation to world Bank from 1990-92.  Appointed as Additional Secretary and first Project Director of National AIDS Control Organisation, Government of India from 1992-1995 and thereafter as Education Secretary, Ministry of Human Resource Development, Government of India (1995-1999),  Secretary (Rural  Development) and Chairman, Food Corporation of India (1999 - 2000).

Lt Gen D.P.Sehgal (Member)

BRIEF BIO-DATA- Lt Gen D P Sehgal, PVSM, AVSM, VSM (Retd)

Commissioned in the Corps of Signals, Indian Army, on 30th June 1963, Gen
Sehgal has held various appointments in the field and peace in all types of terrains.He has been actively involved in strategic / perspective planning in the field of telecommunications for nearly ‘four decades’. While in service, he was responsible for conceptualising and implementation of the defence networks, information warfare & information technology, cyber security & spectrum  management to support the evolving strategic and operational requirements of the Army in keeping with the developments in technology . He has attended many Telecom events at National and International levels
.

 

Government of India recognized his distinguished service to the nation by awarding Vishist Seva Medal (1997), Ati Vishist Seva Medal (2002) and Param Vishist Seva Medal (2003).

             Besides being on the Board of Bharat Electronics Limited (BEL) , Electronics Corporation of India Limited (ECIL) & Indian Telephone Industries Limited (ITI) he was also the Chairman, Electronic Development Panel of Defence Research and Development Organisation  (DRDO), Chairman, Sub Committee on Joint Electronic Management Compatibility Advisory Board and  Chairman , Joint Electronic Warfare Board. He is a Distinguished Fellow of Institute of Electronics and Telecommunication Engineers (IETE) and Honorary Fellow of Broadcast Engineering Society.

             On his retirement from the Indian Army on 1st February 2004 , he worked as Advisor to BEL and ECIL till he was appointed as Member , Telecom Disputes Settlement & Appellate Tribunal, a quasi-judicial Body, on 15th September 2004 for a three year term.

Dr. J.S. Sarma: Born in Vijaywada, Andhra Pradesh on 4 th September 1948. Resident of Hyderabad, graduated from the Osmania University in the year 1966. M.Tech in Applied Geology in the year 1969 from University of Saugor, Madhya Pradesh. Joined the Indian Administrative Service in the year 1971 and allotted to Andhra Pradesh Cadre. Doctorate in Public Enterprises from the University of Paris in the year 1982.

Served in Andhra Pradesh in the Districts of Kurnool, Prakasam, Cuddapah,Guntur, and as Collector and District Magistrate, Chittoor. Held the posts of Managing Director of the Oilseeds Growers’ Federation, Commissioner, Municipal Corporation of Hyderabad, Commissioner of Land Reforms & Urban Land Ceilings, and Secretary in the Departments of Labour, Education and Planning.

Served in the Government of India first between the years 1977 and 1980 in the Ministry of Defence and Ministry of Chemicals & Fertilizers. Returned to the Government of India in June 1997. Joint Secretary in the Ministry of Rural Development till October 2002; Additional Secretary, Department of Personnel and later in the Department of Telecommunications between October 2002 and November 2004; Secretary, Department of Telecommunications and Chairman, Telecom Commission from June, 2005 to July 2006; andSecretary, Department of Fertilizers from July, 2006 to July, 2008.
